DoT issues notice to Bharti

Department of Telecom has issued a notice to Bharti Televentures for violating the National Numbering Plan of 2003 through one of its plans, while the company has refuted the allegation saying it has complied with all license conditions with regard to the NNP.

The Airtel 2-in-1 plan violates the NNP 2003 as the subscribers are made to dial '#' (hash) while making a call. Use of any such keys is against the NNP and is treated as a violation of the license conditions, says the DoT notice.

The Airtel 2-in-1 service offers the service of prepaid account on postpaid connections on the same SIM card. A customer having this service would have the option of choosing to use the pre-paid or the post-paid payment mechanism as desired.

When contacted, Bharti Group Chief regulatory officer Narendra Gupta told PTI that "the Airtel 2-in-1 service does not violate the NNP, as the NNP does not encompas the mode/procedure by which a subscriber can access the service provider's physical network per se.

"The NNP has standardised the procedure for calling between two subscribers. Dialing '#1' and number essentially enables a subscriber terminal to communicate with the network.

"Hence, '#1' is only an identification mechanism between the subscriber and the company network. Bharti as an integrated player having a Pan India presence, has been complying with various license conditions, from time to time," Gupta said.

Airtel 2-in-1 is a product in which our postpaid subscribers are able to use a separate prepaid account on the same mobile number.

To avail this service, the subscriber has to dial the hash (#) key, then '1' and then the number so that the billing is separated through the intelligent network platform, while calls from the prepaid account are not reflected in the postpaid invoice, Gupta said.

The plan has been created for the convenience of the subscriber wherein the subscriber can avail of prepaid services on a post paid connection without paying an additional security cost and on the same mobile number.

"In keeping with company policies, Bharti has not contravened any license conditions or the National Numbering Plan," Gupta said.

This service gives added flexibility to the subscribers availing this service to enjoy STD/ISD services through the prepaid account without any security deposits otherwise taken from postpaid subscribers, the company said.

The subscriber sees a tremendous value proposition through this service since he is given full talk-time on the recharge voucher without deducting any processing fee.

According to DoT officials, most of the operators have these type of tariff plans and it would be seeking explanation from them too as and when details about particular operators come.

Yeah, I don't see what the fuss here is all about.

But WTF is Bharti getting out of it.... It could simply use an asterisk in place of #

Reliance already allows it's prepaid calling cards (India Card and World Card) on it's Post-paid subscribers. Just that it doesn't use # .. it uses *xxx

Again, what's this fuss about ..... silly things !

THis proove again that all idiots are now sitting in DOT OFFICE. If anyone wanna find most stupid person in India..... go to dot office. SARKAARI KARMCHAARI NA TO KHUD KOI KAAM KARTE HAIN AUR NA HI KARNE DETE HAIN.

Yup, TRAI has done far better.

Actually, DoT itself wasn't bad at all in the days of Arun Shourie .... it's the Daynidhi Maran who is the A$$hole.

DoT issues notice to Hutch on violation

Department of Telecom has asked Hutch to discontinue its value added service 'TalkOn' with immediate effect and sent a notice to the cellular operator stating that the said service violates the National Numbering Plan of DoT.

"The company is directed to stop the said service (TalkOn) with immediate effect and provide details of the plan", DoT said in a notice to Hutch.

"It has come to notice of licensor that Hutch is providing a value added service 'TalkOn' where the subscribers are required to prefix a '# X ' (Hash and X) before a called number to avail the said service. Your request for permitting #X before calling a number had been denied for the TalkOn service", it said.

Hutch officials were not available for comment on the notice or compliance to it.

Use of any such keys is against the NNP and is treated as a violation of the license conditions, the National Numbering Plan 2003 stated.

DoT has sought details regarding starting of the service, subscriber base, service areas, methodology used by users to use this serivce and whether permission was taken before the launch of the service.

The direction applies to Hutch group of companies -- Aircel Digilink, Fascel, Hutchison Essar Mobile, Hutchison Essar South, Hutchison Max Telecom, Hutchison East Ltd.

Earlier Bharti was also issued a similar notice for one of its tariff plans 2-in-1. The company had denied any violation of NNP. DoT is of the view that most of operator are violating the National Numbering Plan and as and when evidence comes, they will be issued notice.
