KingofKalyan 0 Report post Posted March 31, 2006 (edited) Kalyan auto driver threatens to immolate self Jitendra Patil, an auto rickshaw driver from Kolshewadi, Kalyan, poured kerosene over himself inside the Kolshewadi police station in an attempt to burn himself on Thursday. Patil, a resident of Rani Mahal chawl, said that the police had framed him in an accident case, leaving him no option but to end his life. At 4 pm, Patil led a mob of his supporters to the police station to protest against the one-sided investigation. Patil then proceeded to enter the police station and pour kerosene over himself. The police officers present restrained him immediately. On February 28, Dr Sushilkumar Gupta collided his bike with Patil’s rickshaw in front of the Kolshewadi police station. As Gupta was at fault, both of them agreed to take care their losses. But the police claim that Gupta came back to resister a complaint against Patil at 1 am in the night. As Gupta’s hand was fractured, his complaint was filed, and Patil was called. But Patil tells a different story: “Constable Palse, who had seen the accident take place, incited Gupta to register a complaint. Palse holds a grudge against me due to an old dispute, and therefore framed me.” Patil claimed that several months ago, he and a neighbour had a fight, in which Patil’s wife was injured. When Patil went to file a complaint, Palse refused to do so. This lead to an argument, which Patil accused Palse of carrying forward by implicating him in the road accident. ACP Janardhan Garje of Kalyan police station said, “The allegations made by Patil appear to be baseless. However, an enquiry will be made into the entire issue.” Patil, who got kerosene into his eyes, had to be admitted to Rukminibai Hospital. A 12-member Central panel is looking at the possibility of setting up of independent state-level bodies to monitor complaints against policemen Narendra KaushikNew Delhi: A high-powered Central committee is currently drafting a new police Act that may lead to setting up of an independent body to monitor complaints against high-handedness of the police, their corruption and unresponsiveness. The 12-member committee, headed by former attorney general of India Soli Sorabjee, is discussing constitution of such independent bodies at state and district levels too. The committee, set up in September 2005 to draft a new police act in place of the Police Act 1861, is expected to submit its recommendations to Home Ministry in May this year. "The idea is to look into the merits of complaints against the police in an independent manner," says Professor Ranbir Singh, Vice-Chancellor, University of Law, Hyderabad who is a member of the committee. Singh said these independent bodies could be headed by retired high court and district judges. Kamal Kumar, another member of the committee and National Police Academy chief, confirmed that the committee was debating the issue of such bodies. The committee is also studying the laws of the United Kingdom where such an independent police complaints bodies are in already existence. It is also looking at similar bodies prevalent in some other countries like Canada and South Africa. In addition, the committee is also debating whether it should propose a security commission to regulate the police. The commission, according to Professor Singh, could be headed by Union Home Minister and involve the leader of the Opposition and other prominent citizens. It would look into complaints on transfer and promotion of policemen. The committee, after it called for suggestions from civil society, has received hundreds of them on empowerment, functioning and accountability of the police from all around the country. The committee has had around a dozen sittings till now. THE PANEL IS CONSIDERING... • Making police accountable — constitution of independent complaints bodies at district and state levels • Setting up a security commission under Union Home Minister to look after transfers and promotions • Separate wings for investigation, law and order and security • New police act in place of 1861 Act • Community policing. Suggesting measures for improvement in image of the police and restoring their confidence and empower them • Giving constables more promotional avenues and responsibilities. Defining duty hours PUBLIC DEMAND • There should be one police force for entire country. It should have jurisdiction from Kashmir to Kanyakumari • Bring the police under a group of responsible citizens • Introduce corporate management • Appoint female graduates (sociology, psychology, developmental studies and public administration) in police stations to oversee police functioning • Place police under direct control of the President • Involve NGOs to supervise police functioning • An IAS group from Punjab argued against empowerment of police • Let police investigate all criminals.
